ARP EANS Application

As part of the American Rescue Plan (ARP) Act, Public Law 117-2, Congress set aside an additional $2.75 billion to provide emergency assistance to students and teachers in nonpublic schools through the ARP Emergency Assistance to Nonpublic Schools (ARP EANS) program.

On September 9, 2021, Governor DeWine submitted a state application to receive Ohio’s ARP EANS award. Ohio received an ARP EANS award of $155,190,488. The Ohio Department of Education (ODE) is responsible for the administration of the ARP EANS program.

In order to be eligible for ARP EANS, nonpublic schools must have a significant percentage of students from low-income families. Upon recommendation from the Ohio Department of Education, the Governor proposed an alternate significant percentage of 25 percent of students from low-income families for nonpublic schools. Ohio’s alternate significant percentage is based on Free and Reduced Lunch and E-Rate data from October of 2019. The US Department accepted this alternate low-income percentage on October 28, 2021. If your school is eligible, the nonpublic school principal will receive this application through email from donotreply@ohio-k12.help.

Eligible nonpublic schools are required to submit the following application to receive services or assistance through the ARP EANS program. The Ohio Department of Education will contract with Education Service Centers (ESCs) to provide services and assistance to ARP EANS applicants.

Ohio will utilize a Weighted Per Pupil Approach to determine service amounts for nonpublic schools. The Weighted Per Pupil Approach will be derived from data on the percentage of students from low-income families, as well as the impact of COVID-19 on the nonpublic school. Eligible schools must apply for ARP EANS to be included in the ARP EANS Final Service Amounts. ARP EANS Estimated Service Amounts were provided HERE. The amount contracted to Education Service Centers (ESCs) for services and assistance to your nonpublic school may vary significantly from the estimated service amounts, based on the ARP EANS applications that the Ohio Department of Education receives. Ohio’s Weighted Per Pupil Approach is designed to prioritize students from low-income families and the impact that COVID-19 has had on nonpublic schools.

The deadline to submit the ARP EANS application is December 7, 2021 at 11:59pm. Please complete the following pages and click “Submit.” Once the applicant has clicked “Submit,” he or she will receive a message confirming receipt of the application. In addition, there is an option to download a PDF version of the submitted application.

In accordance with the requirements of the ARP EANS program, nonpublic schools that have applied for ARP EANS services and assistance will receive an approval notice within 30 days. The approval notice will outline the next steps to receive services and assistance.
